Every tenant who moves into a flat in Bopal, Shela, South Bopal or anywhere else in Ahmedabad should be reported to the local police by the owner. It is one of the few steps in renting that is not just good practice but a legal obligation, and it is also one of the most commonly skipped. This guide explains why verification exists, who is responsible, how the online and police-station routes work, what documents to keep ready and how long it takes, so that neither side is caught out.

Why tenant verification is mandatory

The Police Commissioner of Ahmedabad periodically issues public notifications under the Gujarat Police Act directing owners of premises to furnish information about tenants, paying guests and domestic staff to the police station of the area. The purpose is straightforward: the police want a record of who lives where, so that if a person is later involved in a crime, goes missing, or a flat is used for something it should not be, there is a trail. For owners it is also a protection. A tenant whose identity has been recorded with the police is far less likely to abscond with rent due or sublet to strangers.

The obligation sits with the owner (or whoever lets out the premises), not the tenant. The tenant's job is to supply correct documents and cooperate. In practice many owners in West Ahmedabad ask the broker or the tenant to handle the filing, which is fine as long as the owner's details are on the form and the owner keeps the acknowledgement.

Who files it, and when

  • The owner files, within the period stated in the current police notification (historically within a few days of the tenant taking occupation). File as soon as the agreement is signed rather than waiting for move-in day.
  • A power of attorney holder or relative can file on behalf of an owner who lives outside Ahmedabad, which is common for NRI owners in Shela and South Bopal.
  • The company files, through its authorised signatory, when a flat is taken on a company lease; the form should list the employees who will actually occupy it. Our company guest house guide covers that paperwork.
  • Re-file when the occupants change, when a flatmate moves out and another moves in, and when the agreement is renewed with a new tenant. A renewal with the same tenant usually does not need a fresh filing, but updating the record does no harm.

Route 1: online through the Gujarat Police citizen portal

Gujarat Police runs an online citizen services portal and a companion mobile app (the Citizen First app has carried these services) through which owners can submit tenant information without visiting the station. The exact menu names change, but the flow has stayed broadly the same:

  1. Register on the portal or app with a mobile number and OTP.
  2. Choose the tenant registration or tenant information service.
  3. Enter the owner's details: name, address of the let premises, contact number and ID.
  4. Enter the tenant's details: name, permanent address, mobile number, occupation, employer or institution, and the names of all occupants.
  5. Upload scanned copies of the tenant's photo ID and address proof, a passport-size photograph and the rent agreement.
  6. Select the police station that has jurisdiction over the flat's address.
  7. Submit, then download or screenshot the acknowledgement with its reference number.

The online route is the right one for most owners in Bopal, Ghuma, Shela and South Bopal because it produces a timestamped acknowledgement instantly and does not depend on the station's working hours. Keep the reference number with the rent agreement.

Route 2: at the police station

Owners who prefer paper can submit the tenant information form at the jurisdictional police station. Much of the Bopal, South Bopal, Ghuma and Shela belt falls under the Bopal police station, while outlying areas such as Sanand, Sanathal and Godhavi come under other stations, so confirm which one covers your flat before you go. The society office usually knows, and so do we.

  1. Collect the tenant information form from the station, or print the current version if the portal offers one.
  2. Fill it in with the owner's and tenant's details, and have both sign.
  3. Attach photocopies of the tenant's ID and address proof, photographs of each adult occupant, the rent agreement and the owner's ownership proof or a recent property tax or electricity bill.
  4. Submit at the counter and ask for a stamped receiving copy or an entry number.

Some stations ask the tenant to be present, or call the tenant later for a brief in-person check. This is normal and takes a few minutes.

Tenants from outside Gujarat sometimes worry that an out-of-state Aadhaar, or a passport with a different address, will cause trouble. It does not. The form asks for a permanent address, which is expected to be elsewhere; the local address is the flat itself. The agreement itself should be in order first; our rent agreement guide covers stamp duty, notarisation and registration.

How long it takes

The online filing itself takes fifteen to twenty minutes once the scans are ready, and the acknowledgement is immediate. A station visit takes an hour or so including waiting. Any follow-up by the police, whether a phone call, a visit to the flat or a request to meet at the station, usually comes within a couple of weeks and is unannounced. There is no certificate that arrives in the post: the acknowledgement or receiving copy is the proof that the owner complied.

What happens if it is skipped

Non-compliance with the police notification exposes the owner to penal action under the provisions for disobeying a lawful order of a public authority, which can mean a fine and, in theory, prosecution. Enforcement comes in waves, often after an incident in the city, when the police run drives and check flats in large societies. The exact provision and penalty are matters to confirm with an advocate; the point is that the risk is the owner's, and it is avoidable in twenty minutes.

For tenants the consequences are indirect but real. An owner who has not filed will be reluctant to confirm your tenancy in writing to a bank, an employer or the passport office. Society committees increasingly ask for the police acknowledgement with the NOC request. And if a dispute arises later, an owner who skipped a legal step is in a weaker position, which can harden attitudes on both sides.

If you are a tenant and your owner has not filed, ask politely and offer to do the online filing yourself with the owner's details. Most owners say yes once they realise how little time it takes.

Verification is not a background check

Police verification records your identity; it does not certify you as a good tenant. Owners who want to understand who they are letting to still need to speak to the previous landlord, see an employment proof and meet the tenant. Our guide on how to rent out a flat faster in Bopal covers screening, and our bachelors guide explains what documents tenants should keep ready to make that easy.

How The Property Guide helps

On every rental we close in Bopal, South Bopal, Shela, Ghuma and the surrounding areas, we collect the tenant's documents at the time of agreement, fill in the tenant information form, and either submit it online on the owner's behalf or accompany the owner or tenant to the station. The acknowledgement goes to both parties with the signed agreement. If you own a flat and would like us to handle this on your next tenancy, list your property or contact us. If you are looking for a flat, start with flats for rent in Bopal or flats for rent in Shela and we will take care of the paperwork once you choose.

This guide is general information to help you plan, not legal or tax advice. Rates, rules and procedures change, so verify current requirements with the relevant authority, your advocate or CA before you act.

Quick answers

Frequently asked questions

Is police verification mandatory for tenants in Ahmedabad?

+

Yes. The Ahmedabad City Police requires owners to report tenants under orders issued under the Gujarat Police Act. The obligation is on the owner, and it is enforced during periodic drives. Check the current notification for the exact deadline.

Can the tenant file the police verification instead of the owner?

+

The tenant can fill in and submit the form, online or at the station, as long as it carries the owner's details and signature where required. The legal responsibility still rests with the owner, who should keep the acknowledgement.

Is there a fee for tenant police verification?

+

The police filing itself has generally not involved a charge. Check the current portal or station for any applicable fee rather than relying on a broker's quote, and never pay cash to anyone who offers to speed it up.

How long is the verification valid?

+

It is tied to the tenancy. File afresh when the tenant or the occupants change. A renewal with the same tenant usually needs no new filing, though updating the record does no harm.

Does a company lease need police verification?

+

Yes. The company files through its authorised signatory, listing the employees who will occupy the flat, and updates the filing when the occupants change.

Which police station covers Bopal and Shela?

+

Much of Bopal, South Bopal, Ghuma and Shela falls under the Bopal police station, but boundaries are not always intuitive, so confirm by the flat's address with the society office, the portal's station selector or with us.
